The Myth of “Balance” on the Court

Why is there such clamor for maintaining “Balance” on the court? Specter maintains that the O’Conner seat is a “swing vote” on the court. I don’t seem to remember Clinton preserving the balance of the court by replacing Byron White (a judicial conservative) with Ruth Bader Ginsburg (ACLU lib). The truth is no nominee in history has ever been challenged based on the idea of “Balance” on the Supreme Court.
