John Loughlin is running for congress in RI-1, the seat currently held by the soon-to-be-retiring Rep. Patrick Kennedy (D-RI).  Redstate caught up with him at CPAC last week and posted their conversation with him.  He appears to be a charismatic, effective Conservative, and may have a shot now that Patches is not seeking reelection, especially in the current political climate.  Unfortunately, this is Rhode Island we are talking about, and charismatic, effective Conservative Republicans have lost more often than not.  Still, in a year where Scott Brown wins Ted Kennedy’s old seat, anything is possible.
